the basic program is clear enough: a person is trapped in a maze, and as the person explores the maze, the frustration and confusion of the avenues that are closed off are represented by increasing dissonance and harmonic complexity; whereas, a new path is set forth by an ever-changing ritornello.

V borrows lavishly from his "Winter" concerto fr FourSeasons for the intro&ritornelli. The trills in the repeated notes are not notated in the ms, and are typically not performed nowadays, but in V's time everyone in the orch would have known to add the trills for the "Frozen" effect--an effect that had been widely used by composers all over Europe...
