APC's input to the zero draft of the final report and recommendations for the Open-Ended Action-Oriented Permanent Mechanism on ICT security in the context of international security encourages the future mechanism to explicitely recognise the key role of non-governmental actors across all the pillars of the framework for responsible state behaviour in the use of ICTs, and to incorporate explicit references to gender equality.
