So people who can't afford the current charge are being put onto a pay up front higher tarrif - seems to me a simple solution is to apply a govt-mandate that pre-payment energy charges are set considerably lower (eg 50%) than the tariff for direct debit accounts. Companies might be a lot more willing to work with people to manage their bills...
