Ebola, the US wants a quarantine center in Kenya.

AGI - A Kenyan rights organization announced on Thursday that it had filed a legal challenge against the U.S. plan to establish a quarantine center for American citizens affected by Ebola in the East African country.

More than 1,077 suspected cases, including 246 deaths, have been recorded in the Democratic Republic of Congo (DRC) and Uganda since the start of the epidemic in mid-May, according to the head of the African Union’s (Africa CDC) health agency. This Ebola epidemic is caused by the Bundibugyo variant, against which there is no vaccine or treatment. Washington is building a state-of-the-art facility in Kenya, on the border with Uganda, to allow American citizens to quarantine after leaving the Democratic Republic of Congo, according to a U.S. administration official.

Katiba Institute Appeal

The Katiba Institute, which describes itself as a constitutional defense organization on its website, stated that it had filed a petition to suspend the center’s activities and prevent the arrival of people exposed to the Ebola virus. The organization argues that the center was established secretly and unilaterally, stating that this “raises serious constitutional concerns.”

Africa CDC Warnings

Jean Kaseya, director of the Africa CDC, warned that the center could further strain the Kenyan healthcare system. “The addition of an international quarantine mission for foreign nationals could put national capacities (...) to the test (...) if not adequately accompanied by additional resources,” Kaseya said during a press conference on the epidemic.

Position of Kenyan Authorities

Kenya is testing people arriving in the country and has not yet reported any Ebola cases linked to the ongoing epidemic. The Kenyan Ministry of Health has indicated its willingness to collaborate with other countries, including the United States, but has not directly responded to the concerns raised by this center.
