Today's exercise in getting quarts from pint pots is running #OpenSUSE on a Pi4 running libvirtd, managed from my laptop running virt-manager, under which Debian arm64 is running. Looks as though about 4 usable virtual machines could easily be run on it. Performance is good.
Now to throw lxd into the mix to see what that does on such a minimal setup. OpenSUSE don't have incus in their repos. To take this further, I'd change the base OS anyway. arm64 is not 1st class on OpenSUSE
