Removing migrants one at a time is probably the least efficient way to do what they claim to do, their stats back this up, more migrants removed under Obama than Trump. ICE is really there to get Americans (and soon to be Brits) use to random people being disappeared by the state, not migrants but anyone. ICE is how you normalise that idea in people's minds. It's a psyop.
