I just listened to #SpeakingMunicipally and heard that too!

Also, apparently there used to be a bit of a depression in the ground under it where you could crawl in and out, but it was apparently infilled at some point.

I imagine digging out some of that soil also would have taken about the same amount of time without causing as much damage.
