By the looks of the video/photo, visibility wasn't as bad as they said, plus he wasn't wearing black, and he was using proper lights.

I can see why you would do that, but with the sun blinding them, you would hope car drivers thinking "I don't see much, let's take it easy, slow down, and not try to kill anyone". But that mostly seems too much to ask for. 😫
