Is Scottish national Jagtar Singh Johal expendable in the UK's pursuit of a trade deal with India?

Given Foreign Office refusal to raise Mr Johal's case with the Indian government in recent discussions, the answer would appear to be yes. There is even an accusation of MI5 and MI6 collusion in Mr Johal's abduction by Punjab police.
