Seattle Council members again point out how they are incapable of understanding how government funding works in our city. Incompetence demands crisis management raiding of cooky jar funds to appear they know what theyโ€™re doing. Only council member Rinck has put forth a sensible proposal in โ€œSeattle Shieldโ€ to protect city services funding, yet they want to throw those resources in the general fund.
