That was the argument Obama used to NOT prosecute any CIA torturers.
And was recently used by Biden to not do anything wrt MBS for slaughtering and dismembering of Khashoggi.

(I would be extremely surprised if there were any repercussions for MBS for his crimes against humanity wrt the Yemeni people.)
