One reason it's hard to do Media Literacy in Japanese Universities might be Research Map... I've hear many people don't know how to classify their work when typing their achievements into the forms...
And regular updating is required by The State through schools somehow, with a lot of other things that make demands on already over-worked researchers and teachers...
