#Paul certainly wanted, and expected, the Corinthian #Christians to #give well for the needs of the poor Christians of Judea. But he would not #command them to do so. 

God wants His people to give liberally and without compulsion; therefore, to command giving would be antithetical for God's purposes regarding giving.
