That doesn't mean that "both sides are the same"! The cities don't really have any choice because they would lose their funding if they refuse. No Democratic administration would have imposed such a rule on cities. #NotTheSame

As Lauren says, many people use simple phones without cameras - not "smart" at all.

And then there's people like me, who only have a landline. Kinda difficult to decode a QR code with one of them.

The vast majority of people absolutely suck at considering that other peoples' experiences and situations can be utterly unlike their own.
