Some refs would call that incomplete, because Flowers didn't take enough steps or make enough of a football move before the ball popped out. Seems almost random.

In normal football that's maybe illegal contact on the defense, more often a non-call.
Only when the side judge's 4 year old son had Frosted Flakes for breakfast instead instead of Pop Tarts is that OPI.
So a receiver is not allowed to run his route? The refs screwed up at every turn.
So Lions O-Lineman blinks wrong and it's 5 yards. Eagles O-Linemen dance the Macarana, yesterday, and it's ok.
This is one reason refereeing in the NFL is broken. I think DPI is the right call there. But whether it gets called seems to depend on the time of day or what the lead ref's wife had for breakfast that morning.
