When did #car #licencePlates stuck on with sticky pads rather than screwed become a thing?

I just found out yesterday because the newish van ahead had only the sticky pads remaining, in the middle of a blank patch of rear door. No screwholes anywhere. Awkward position to find yourself in, some time after the fact...🙄
