While words carry meanings when used independently, they also carry meanings when used in compounds.

When we say "people's power", we don't refer to "living human beings' ability" in abstract, but to "the capacity of human beings living in society to exert their will within said society". Same goes to any other compound term regardless if we agree with it/like it or not.
