As of 14 February 2024, 45% of all Korean academic journals indexed in the #KCI #Korea Journal Database are #OpenAccess #journals. However, publications of these OA journals are generally not accompanied by open licenses like #creativecommons

New #KISTI report analysed papers published in 2018-2021 by researchers from the 35 largest #Korean institutions in hybrid journals of the 9 largest global publishers.

Average annual share of #OpenAccess papers (funded via individual #APC) was 4.8%, 95.2% remained closed. Average annual APC costs were about $2.7 million, subscription costs - around $46.8 million annually.

The #AI Research Group at the #Korea Institute of Science and Technology Information (#KISTI) plans to release its generative LLM ‘KONI’, which specialises in #scienceandtechnology (S&T) data, as #opensource in July.

Efforts are underway to jointly develop the model with various public organisations that collect and disseminate S&T information, such as the Korea Patent Information Institute, KAOS Foundation, National Assembly Library.
