When Price Becomes a Metric: Methodological Pitfalls in Estimating APCs and Journal "Value"

Presentation delivered at the OPERAS & SciROS Conference, Warsaw, 20 May 2026. Article processing charges (APCs) are increasingly treated as indicators of journal quality, prestige, and visibility. This presentation discusses the methodological and political implications of a recent valuation framework (Halevi et al. 2024), now operational as the SCImago Journal Value tool, which estimates a journal's financial value by combining a citation-based indicator with publication volume. The talk identifies three methodological issues — model selection without out-of-sample validation, the pooling of journals with different business and mission models, and the conceptual ambiguity of treating listed APCs as effective prices — and illustrates them empirically with the case of Milan University Press, a diamond open access publisher whose catalogue is largely invisible to the metric and whose visible portion is assigned a substantial monetary value that corresponds to no actual transaction. The presentation argues that price-based indicators cannot adequately capture the value of non-commercial publishing infrastructures and warns against their use in the governance of Open Science.
