Flash flooding in Exeter as vehicles stuck and major road closed

This happens every time we get a sudden deluge, as the Northbrook was culverted here in the 1930s.

It used to be an open stream here, at Heavitree Bridge. The culvert can't cope.

You'd think they'd look at upgrading the culvert to prevent the mayhem that ensues for several hours.

Police and the fire service are on the scene
