Under Section 22a of the Road Traffic Act 1988 it's an offence to interfere with street lighting - by, say, attaching unauthorised objects to them.
Near me they surround a pedestrian crossing notorious for drivers speeding and jumping the red light. This additional distraction clearly increases the danger to other road users.
By law they need to be removed.
