Definitely write down a charter. Why does the club exist? What will the club do?

e.g. The 3-land ARC is a club that promotes outdoor adhoc operations.

or
The 3-land ARC is a club that promotes experimentation with antennae and good operating practices.

Then, you have something to refer to when somebody proposes a club activity.

You can, of course, revise the charter over time, but it lets you establish clear boundaries on what the club will take up.
