Without wanting to say "I told you so," it is worth noting that barely one year after my posts about CPH2's membrane-free electrolyzer, they had a serious incident during their Factory Acceptance Testing that resulted in "significant damage to the equipment."

Helium is expensive to fill balloons, so some vendors are using cheaper, home-made hydrogen gas mixes, despite the major safety risks
BUT, they don't make pure #H2 from water (H2O), but a mixture of #hydrogen & #oxygen. All you need is a tiny spark & boom💥
Monopolar water #H2O electrolysis makes a 2:1 gas mixture of #H2 : #O2, AKA HHO, Brown's gas or oxyhydrogen. It's much cheaper than helium or pure H2
BUT, static electricity from smoke particles rubbing on a balloon will ignite it
