Not a good idea at all, they can always be consulted without forcing 'cabinet-in-confidence rules.
To co-opt them into those committtees would have the effect of stopping the D-G's speaking out.
It has been interesting and very useful to see Mike Burgess, D-G of ASIO, speak out lately, particularly strongly about being mindful of the use of language. Clearly aimed at those (politicians) who deliberately use inflammatory statements to stir up public dissent.
We do not want to silence public service figures from speaking out.
