Most Republican governors turned down federal money to provide grocery help for low-income families with school-age kids over the summer. While governors often complain about the programs of the other party's president, they don't normally reject that much funding. For some, it's an anti-welfare stance. Others wouldn't have time to get the programs running quickly enough or didn't know how the state would pay its share of the administrative costs. Some state leaders say they already have programs feeding kids during the summer, though those don't have wide reach.
