The volume of tort claims by people – including American citizens – who say they were severely harmed or wrongfully detained during ICE operations has more than doubled from 2023 to 2025 under the Federal Tort Claims Act (FTCA).

Estimates put 2025 claims at more than 400 and growing rapidly.
