An internal probe by Evraz North America, a Russian-owned steel plant operator in the US, found that employees at a Russian-owned steel plant in Oregon sometimes bypassed a key test meant to ensure that armor for one of the Army’s most commonly used vehicles could withstand enemy fire.

Most of its pipes had already been manufactured, a fact the White House grudgingly admitted when it EXEMPTED the project from any NEW #BuyAmerican rules a few months later.
