I have a couple of questions about submitting genomes to NCBI: we assembled a chromosome-level genome starting from an already public draft assembly, which was not on NCBI. We want to publish our new version, though. In that case:
1. should we submit as "third-party", because part of the data is not ours?
2. is it ok to submit a gene annotation, if we didn't create it ourselves and just "lifted" it from the old one assembly?
