An #American #caver has been rescued by emergency workers near #Anamur, in southern #Turkey, after he became stranded hundreds of meters underground earlier this month.

#MarkDickey is “out in the hands of a rescue worker. He seems fine at first look. He will take a chopper to #Mersin hospital,” #RecepSalci of Turkey’s disaster and emergency management authority ( #AFAD ) said on Tuesday.

It looks like the Electoral Count Reform Act will be shoehorned into the government-funding omnibus. Good!
One question that maybe @rickhasen has a thought on - does 3 USC 19(a)(1) require that, to act as president, the Speaker must be from within the ranks of the Representatives?
"...the Speaker [..] shall, >>upon his resignation as Speaker and as Representative in Congress<<, act as President."
Because there's been talk about plucking someone outside the House to serve as a Speaker.
