The International Court of Justice has delivered its final judgment in the so-called "Great Case" of Ukraine against Russia, which included charges of terrorist financing.
The court found Russia guilty of violating the Terrorist Financing Convention under one of its articles, Article 9. The Court stated that Russia had failed to fulfill its obligations to investigate terrorist financing cases, which Ukraine had repeatedly drawn attention to.
However, the Court found most of Ukraine's accusations against Russia to be unfounded.
The key problem was that the Court chose a conservative approach to the interpretation of the Convention and decided that the financing of terrorism within the meaning of the Convention only applies to the transfer of funds and does not apply to the provision of weapons to militants.
