So like, this really, REALLY depends on your exact genital / urinary anatomy here -- and I'm probably using the wrong words since I'm untrained too, which won't help.
But:
some people (not always women / and not all women) have a clitoral hood.
That's some skin (?) that sits over the.. head (?) of the clit, which is the super sensitive nub underneath / below.

And the urethra is ... different, but very near each other.
Unless fistula? a flesh wormhole that was not evolved to be there.
