Apparently it changed format or something, so here I am in the middle of an upgrade, waiting for atop to finish converting its "things".. I'd say a user should not care about this. At least, this should not be synchronous while doing something important like dist-upgrade.
Somewhere in my pocket there is a statement like "you need someone to oversee the whole experience which is fundamentally lacking on OSS" but I can't find it now..
