As part of the federal governement's war on Canada Post, there's a clause in bill C-15 to just end free mailing of literature for blind people:
"197 (1) Paragraphs 19(1)(d) to (g.1) of the Act are repealed."
That's been around since 1898, and has allowed my organization to send braille (and, previously, talking books) around the country and around the world without having to worry about cost. Frankly, after massively cutting funding for creation of accessible material last year, this move will wipe out library service for blind and print disabled people in most of Canada.
