For what it's worth (and it may be quite significant, given the state's economic and other resources), California officials have been planning for this eventuality for many months, on a very detailed item by item basis anticipating battles against Trump's future actions, given the very tight polls that have been present for months. I would anticipate that many others have been formulating similar granular action plans for the next two months and far beyond.
