@coes If you don't see your language in that dropdown there is a link under it to request an additional language. Probably not necessary, unless your language isn't in the ISO 639-1 list (https://en.wikipedia.org/wiki/List_of_ISO_639-1_codes).

@coes At the bottom of a project page (like this one: https://weblate.joinmastodon.org/projects/mastodon/frontend/) click the "Start new translation" button. That will give you a dialog with a dropdown to choose your language.
