Most people know about the Volkswagen emission scandal from 2015, where engineers intentionally cheated on emission-control regulations.
I just learned, via a biography on Arie Haagen-Smit, that Volkswagen may also have been the first car company to try avoid emission controls: in 1969 (prior to the Clean Air Act), they were temporarily banned from sales in California because they didn't submit certification of emissions!
