the problem is that is how all the APIs work. As a shipper all you can do is give the tracking number you are provided. That number doesn’t become “live” until UPS / FedEx / USPS picks up the package and scans it into their system.
The only other thing a company could do would be to store that number and keep pinging the API until it becomes active. It would require a ton of work and be a worse experience for the customer.
We're living through the Who Cares Era, where completely disposable things are shoddily produced for people to mostly ignore, while the government stomps its uncaring boot on our necks. But there's an easy way to fight back: Care.
