Senator Lindsey Graham is blocking a bill that would make the Supreme Court more transparent and accountable.
The bill would require the court to create a code of conduct within 180 days and allow the public to file ethics complaints. A panel of lower-court judges would review the complaints. The bill would also require justices to disclose gifts and travel and explain why they recuse themselves from cases.
