The poison, in this case, will be that of electoral despair. The purpose of negative campaigning is never to change of mind or to alter a vote. Mega Man X4 is what Mega Man X3 should've been. You get the option to select either X or Zero as the main character, and you get mostly the same story with some slight differences in character interactions.
Personally, I think Mega Man X4 is better if you play it as Zero.
