The Good Shepherd said to the flock: "On this day, this promised day, the Day of Pi, let there by pie. Capability... blood, tears and sweat have been spent on discussing what it is. I offer my interpretation:
Capability = Capacity + Ability.
It was there all along folks.
If something doesn't possess the ability to achieve an objective, nor the capacity (or resources) then that 'thing' can not be claimed to be a capability.

@marius_gs smart play. When CUSMA stalls this year watch the threat of tariffs escalate, particularly targeting sensitive industries such as automotive. Moving assembly to the country of sale will mitigate this threat at the expense of optimum operational efficiency.
@fllics from an operational and logistical PoV it doesn't make sense to open a consulate to service a population of 57k yet from a political PoV, in the current climate, it does.
