Capability... blood, tears and sweat have been spent on discussing what it is. I offer my interpretation:
Capability = Capacity + Ability.
It was there all along folks.
If something doesn't possess the ability to achieve an objective, nor the capacity (or resources) then that 'thing' can not be claimed to be a capability.
