That regime which antagonizes any group of people is inherently opressive, for a leadership which is desirable doesn't need to antagonize anyone or keep it's citizens in fear.

And as such in an ideal democracy antidemocratic elements can simply be filtered out by not voting for people that campaign with hate and exclusion.
