#jetbrains is there means by which I can set the default VCS settings, not per-project but as the IDE's default? Specifically around the confirmation settings:

If they ever tell you your #mvp isn’t good enough, this is my local #floatingbridge where during the slightest wind requires a tug boat to permanently push it against the tide.
