Many people in the UK are very confused about this. There are lots of apocryphal stories about people having children just to access welfare benefits. There may be the odd such case, but as far as I know no evidence that it's a significant number. Also, there's the idea that you shouldn't have children if you can't afford to support them yourself - although how people are supposed to know what their future financial circumstances might be is never explained.
But of course the main confusion is that in order to curtail any such parental behaviour, the entirely innocent children must be punished by condemning them to hunger and cold, or at least a poor start in life.
Neeedless to say, anybody that really holds such a monstrous belief has entirely lost any moral compass.
