"It's not crawl budget to them because the crawler is not involved.
But that doesn't mean that your 4xx isn't a problem. Since 4xx responses are dominating what is being sent back to Google, it isn't crawling the site at all. You are losing your crawl budget allocated to the site per day because it is never used. Over time Google will try less and less because it never sees 200s."

Best explanation I've heard thus far comes from @KathyAlice :
"I think it's a matter of semantics. Crawl budget starts to get used when a document is downloaded by Googlebot and crawled. But if a 4xx is sent then it never gets to the crawler. This jives with not being able to see a screenshot in GSC when there is a 404 (although GSC is on my sh*t list right now). Remember that you are talking to people who think of Google in terms of "lots of baby algorithms" (quote from Gary)."
Listen as @CrystalontheWeb brainwashes me, rather, convinces me, that eComm SEO does have some foundational differences from "regular SEO"
