Because it's not the breed, it's the owner.

Remember when the most dangerous breed was German Shepherds? Dobermans? Rottweilers?

Did you know that Newfoundlands, Saint Bernards, and Bloodhounds used to be considered the most dangerous breed?

Poorly trained or mistreated dogs of any breed are dangerous.

You could choose any breed and find a few stories of horrific attacks and then build a breed-specific narrative.

I suspect breed-specific hysterias are a type of moral panic.
