So this actually worked. Plex did end up transcoding to H.264/AAC, but the Synology DS220j had enough power in it to run the conversion without any hiccups.

I've run into issues with this in the past, but that was with VP9 or H.265 videos in 1080p. This file was 480p, so I'm guessing the smaller resolution really helped.

I copied a movie to the NAS so we can stream it on the TV later, but I just remembered it's encoded with VP8 video. I think the TV only supports H.264 streaming, and the NAS definitely doesn't have enough power to convert in real time. So we'll see how this goes.
