This image is sometimes credited as "an Apache and his ward". The Apaches were a notorious Parisian street gang but they were long since defunct well before WWI. They are most likely just classic Pigalle hoodlums. It has been suggested that they were comedians from one of the area's many nightclubs who were 'dressing up' as local characters.
Vin Mariani was an extremely popular wine created in the 1860s. Pope Leo XIII purportedly carried a hipflask of Vin Mariani with him, and Thomas Edison credited it with helping him work through the night. It had 6 mg of cocaine per fluid ounce of wine.
