@johnquiggin are they planning to change HECS indexing to match cost of borrowing or still leave it as CPI?
Bizarre to cut existing debts while maintaining high fees Job Ready Graduates. But fixing JRG would require on-budget support for unis, whereas HECS debt is off-budget. Disappointing to see Chalmers and Clare playing games like this
