The absolute minimum seems to be the 120 word survival vocabulary

To ennoy reading it is generally considered one needs to know some 3000 words
and this are the lists you are complaining about :-)
There are two versions both called "the new general service list"
This is one of them:

If you don't want to use a dictionary all the time while reading; you'll need up to 7500 - 9000 words

Using the 1500 word of VoA Simplified English actively, is far more important for speaking purposes.
At this same level, there is also Globish by Jean-Paul Nerrière with a slightly different list of words...
